The building was inaugurated in 1892, the predominant architectural style being eclectic; the building entrance is guarded by two Doric columns; above the entrance, there are classicized eclectic balconies on both floors and the rooftop railing; the Eminescu park façade is dominated by the large windows of the concert hall, bearing neo-baroque elements.
The central part of the institution has had a penitentiary until recently, the most modern of its kind throughout this region; the facade towards the Mureș river bears elements of the Italian Renaissance.
